Should I use a UV top coat or a normal top coat? How do I get it down then?

Feel free to use both. The UV top coat is removed as normal with the films. If you use a normal top coat, you can remove it with acetone-free nail polish remover and reapply it. With a non-UV top coat, the foils usually don't come off unless you drown the nail in nail polish remover. 😉
